Backlinks from The Sun, New Yor Post, etc...

Hello there,
Some of my competitors have backlinks from very well-known newspaper websites like New York Post or The Sun. And it is really obvious that their backlinks are paid ones.
On these news websites, they don't talk about ghost writing stuff or "partnership" for backlinks. They only write about banner advertising.
So I was wondering how they can get a backlink from them.
Do some writers sell those backlinks somewhere else, under the table? Are they in contact with SEO agencies who paid them and if this is the case, does their "manager" know it? or does the company directly have partnerships with SEO agencies?Basically, how to get a backlink from the NY Post or The Sun ?

Unsolved Thousands of links with same IP address found in backlinks
Hey, While researching the backlinks of a client's website I found around 3000 links with the structure: http://54.201.231.138/page. The IP doesn't seem to be of their website and the MOZ Spam score for the domain is 1%. Wondering what these links are and if they're a big problem? Thank you in advance. Warmly,

Reciprocal Backlinks
Hi all, We've just started looking into backlinks for our website, and we're...a bit overwhelmed to say at least. We thought the best way to start with backlinks is to reach out to our industry partners, and ask them to put a link to our website on theirs (in a blog, or a relevant page of course), as it's relevant for users. However, the question we almost always get is, can you do the same and link back to our website? How does google look at reciprocal links? We think they can be seen as a 'transaction of links' and not have as much link juice as links which aren't reciprocal. Is there any best practice for how to approach this? Thank you in advance. When do backlinks start helping?
I have been working hard at getting quality backlinks but I had a lot of keywords slip in rankings this week. This may because I have been extremely busy for a week and haven't added a lot of content to my site. But I thought the backlinks would be helping. How long does it take backlinks to start boosting your site and what results should I see? I am focusing on getting backlinks from a site with a PR of 7. The others have a PR of 4-5. They are the BEST sites in my niche.
